What the record establishes
The Conservative Partnership Institute says it was launched by former senator Jim DeMint in 2017. CPI describes itself as a Washington networking hub that identifies and recommends staff, trains congressional and movement personnel, helps launch organizations, and builds coalitions.
CPI’s current “About” page says it has provided administrative, staffing and legal support to launch more than a dozen groups, naming America First Legal, Center for Renewing America, American Accountability Foundation, Election Integrity Network, American Moment, Personnel Policy Operations and others.
CPI’s staff page lists Jim DeMint as chairman, Mark Meadows as senior partner and Cleta Mitchell as senior legal fellow. CPI’s 2022 annual report also describes renovations to a cluster of properties it calls “Patriots’ Row,” alongside expansion of training and partner-group activity.

Why it matters
CPI provides a useful example of the mechanism this project keeps finding: organizations outside government can build staff pipelines, training, legal capacity and policy networks that later interact directly with Congress or executive-branch personnel.
