What the project said it was building
Heritage announced the 2025 Presidential Transition Project in April 2022 as an effort to prepare the next conservative administration with both policy recommendations and vetted, trained personnel. The published Mandate for Leadership described the goal as beginning transition work well before Election Day so a conservative administration could govern immediately.
Heritage later launched a Presidential Personnel Database to collect and vet prospective appointees and a Presidential Administration Academy to train them on the mechanics of government. Heritage described the coalition as involving dozens of partner organizations and explicitly framed personnel as a central implementation tool.

What still requires separate proof
A blueprint does not prove that every recommendation was adopted, that every coalition partner shaped every policy, or that every administration action came from Project 2025. Those are separate claims and need separate evidence.
