What does the public record show about the Conservative Partnership Institute’s role in building conservative governing capacity—and where does that evidence stop?
CPI’s own materials document a deliberate infrastructure model built around staffing, training, organizational incubation, coalition-building and physical convening space; that supports describing CPI as a modern movement hub, but it does not establish that CPI commands every organization or official connected to it.
The documented core
CPI says it identifies, interviews and recommends conservative staffers for congressional offices and policy organizations. Its current job-bank initiative says its goal is to put people in positions where they can be effective.
Chronology
Former senator and Heritage president Jim DeMint launches CPI. CPI now describes its core functions as staffing, education and training, incubation and coalition-building.
Former White House chief of staff Mark Meadows joins CPI as a senior partner. CPI’s current staff page also lists Cleta Mitchell as senior legal fellow.
CPI says it provided administrative, staffing and legal support to help launch organizations including America First Legal, Center for Renewing America, Election Integrity Network and American Moment.
CPI’s public materials identify Personnel Policy Operations among groups it helped launch. Its 2022 annual report describes expansion of the Washington property cluster it calls Patriots’ Row.
CPI says it launched the Conservative Partnership Academy to expand and formalize its training offerings, including congressional procedure, appropriations, domestic policy and statecraft.
Russ Vought and Stephen Miller are examples of people who led organizations inside the broader CPI-linked ecosystem and later returned to senior executive-branch roles. That personnel movement is documented; it does not mean CPI appointed them or controls their government decisions.
How the mechanism works
CPI says it identifies and recommends staff for House and Senate offices and policy organizations.
The Conservative Partnership Academy offers structured instruction in congressional procedure, appropriations, policy and statecraft.
CPI says it provides administrative, staffing and legal support to launch groups that fill strategic gaps in the movement.
CPI says it creates networks among members of Congress, staff, veteran leaders and policy scholars and leads consensus-building projects.
Patriots’ Row matters here as facilities and proximity, not as evidence that every occupant acts together.
Taken together, these functions reduce the need to rebuild personnel, training, relationships and organizational support from scratch after each election.
The network CPI itself names
The distinction matters: “CPI says it helped launch this organization” is stronger and more specific than “these groups are close” or “they share ideas.”
America First Legal
Co-founded by Stephen Miller after the first Trump administration. CPI says it provided launch support.
Center for Renewing America
Founded by Russ Vought after his first stint as OMB director. CPI says it provided launch support.
Election Integrity Network
Founded by Cleta Mitchell. EIN itself says it was incubated by CPI.
American MomentPersonnel Policy Operations
Both focus on preparing people for roles in government or public policy; CPI says it helped launch both.
American Accountability Foundation
AAF describes itself as a conservative investigative research and government-oversight organization. CPI says it helped launch it.
State Freedom Caucus Network
SFCN says it helps establish state Freedom Caucuses and supplies staff, strategy and resources. CPI says it helped launch the network.
American Cornerstone Institute
Founded by Ben Carson around faith, liberty, community and life; CPI says it helped launch the organization.
Conservative Partnership Academy
CPI’s own formal training program, launched to expand recurring instruction for people working in government and policy.

Limits and open questions
The public evidence does not establish that CPI directs every decision made by organizations it helped launch or by officials who pass through its network.
Patriots’ Row, shared events and professional relationships do not establish illegal coordination or shared responsibility for unrelated conduct.
Funding relationships must be documented separately. Even when funding is known, funding alone does not establish operational control.
When a founder or leader later joins an administration, the documented fact is the personnel path. The case file does not infer that CPI or the outside organization controls that official’s government actions.
CPI openly describes networking, coalition-building and consensus-building. The public record does not make every private conversation, working group or decision visible, so the site will not infer specific coordination without a record for it.
Why this is the flagship case
CPI is significant because the organization itself describes building several forms of durable capacity at once: people, skills, organizations, networks and places. When elections create access to government, that outside infrastructure can make it easier to staff offices, supply policy expertise, coordinate advocacy and preserve institutional knowledge between administrations.
That is the larger thesis of Follow the Influence in miniature: build institutions while out of power → preserve people and plans → regain access to government → implement more quickly because the infrastructure already exists.
