Archive profile summary

Election activist who founded Pennsylvania Fair Elections, worked within the broader Election Integrity Network ecosystem and entered DHS in 2025, where later records tied her to a 48.4-million-record voter-data intake whose original sources remain unidentified.

Why this entry is in the archive

Her outside roles and later federal work are documented. The records do not establish that FAIR or Verity Vote supplied HSI’s data or that the same donor dollars can be traced through these organizations.

Pre-government work

Honey founded Pennsylvania Fair Elections, which is documented as part of the broader Election Integrity Network state-coalition ecosystem.

That establishes an organizational pathway into the national election-activist network, but not a federal data-supply relationship.

DHS role

Honey entered DHS in 2025 in a newly created election-integrity role and was later promoted to senior counselor.

Her move is a documented outside-network-to-government personnel transition.

48.4 million records

Released HSI records state that 48.4 million records were obtained by Honey through 'independent sources of information.' The public record reviewed by this project does not identify those original sources.

The archive therefore does not connect those records to EagleAI, IV3, EIN, Data Trust, i360 or another named vendor without direct evidence.

California voter file

An October 2026 HSI declaration says an unnamed DHS senior counselor supplied what appeared to be the California voter list on March 19, 2026.

Honey is a plausible candidate because of her election-integrity role and later senior-counselor title, but the filing does not name her and her documented promotion date postdates the transfer. The site therefore labels Honey-to-California-file as circumstantial, not established.

FAIR and Verity Vote

FAIR’s 2025 Form 990 lists Honey as vice president and director. Its 2024 Form 990 reports $121,284 in consulting payments to Verity Vote LLC; its 2025 Form 990 reports another $72,137. Democracy Docket identifies Verity Vote as Honey’s company.

These filings document FAIR’s payments and Honey’s listed role. They do not show that Verity Vote or FAIR supplied HSI’s voter records, or that those consulting payments came from CPI’s contributions.

Evidence limits

Prior use of a data tool is not proof that the same tool supplied a later federal dataset.

The source-provenance question remains open unless a filing, declaration, exhibit or reliable disclosure identifies the original supplier.

  3. Federal voter-data effort expands — and provenance questions remain

HSI records attribute 48.4 million records to Heather Honey's independent sources. Separately, an Oct. 26 declaration says an unnamed DHS senior counselor provided a California voter list. Because the filing does not identify that official, the archive leaves the California-file source unresolved.
