Archive profile record
Election Integrity Network, founded by Cleta Mitchell in 2021, built a permanent state-based election-activist network around training, local coalitions and election administration; it was incubated by CPI and transferred to the Virginia Institute for Public Policy in 2023.
Why this entry is in the archive: The filings document support from FAIR; they do not show that grant money came from any specific original donor or funded federal data work.

Origins
EIN’s own 2024 history says the network was originally created by CPI under Cleta Mitchell’s leadership.
The network was designed as continuing infrastructure rather than a temporary election-year project, with state coalitions, training and volunteer engagement.
State-network model
EIN organizes through state-level partner groups and coalition structures focused on voter rolls, election procedures, observation, training and public engagement.
Pennsylvania Fair Elections, founded by Heather Honey, is listed as EIN’s Pennsylvania organization.
2023 organizational transfer
EIN’s booklet says the network partnered with the Virginia Institute for Public Policy from the beginning and was transferred in its entirety to that institute in January 2023, while Mitchell remained active as founder.
FAIR grant
FAIR’s 2025 Form 990 lists a $367,875 grant to Election Integrity Network Inc (EIN 33-2585603). The filing documents FAIR as the grant source; it does not identify the original donor behind those dollars or show that the grant paid for federal voter-data work.
Federal-data boundary
Honey’s later role at DHS creates a documented personnel bridge from the election-activist ecosystem into government.
That bridge does not establish that EIN supplied Honey’s 48.4 million federal records. No public source reviewed by this project identifies EIN as the source of that dataset.
Overview
The Election Integrity Network (EIN) describes itself as a national hub for volunteer election-integrity work. It says Cleta Mitchell founded it in 2021 and that the Conservative Partnership Institute incubated the organization.
Formation
EIN's own published history says attorney Cleta Mitchell founded the network in 2021, with initial support and incubation from CPI.[1]
Activities and structure
EIN describes its activities as supporting and coordinating volunteers who monitor election administration. It publishes training and organizing materials and identifies Mitchell as founder and chair.[1][2]
Its assertions about election risks and laws are positions advocated by the organization; this Encyclopedia does not present those assertions as independent findings of election misconduct.[1]
Research and oversight
ProPublica's October 2026 reporting examined the scope of Mitchell's election organizing and the network of associated nonprofit, legal and advocacy groups.[3]
Membership, collaboration, or financial support are distinct types of relationships. A specific claimed grant or voter-data transfer requires documentation from the relevant filing, contract, or court record.[3][4]
