Additional archived dossier material

Origins

Russ Vought founded the Center for Renewing America after serving as director of the Office of Management and Budget in the first Trump administration.

CRA says it was created because Vought believed the conservative movement needed an institution capable of fighting policy battles and confronting what it describes as an entrenched federal bureaucracy.

What it does

CRA produces policy research, legislative and executive-branch proposals, commentary and advocacy centered on executive authority, budgeting, immigration, cultural issues and government administration.

Government bridge

Vought later returned as OMB director in the second Trump administration. His movement-to-government-to-movement-to-government path is directly relevant to this project’s focus on how expertise and policy capacity persist between administrations.

Evidence limits

The fact that CRA developed policy ideas before Vought returned to government does not mean every OMB action was drafted by CRA.

Where the site identifies policy overlap, the overlap should be demonstrated with specific documents rather than assumed from personnel history.

Overview

The Center for Renewing America (CRA) was launched in 2021 by Russ Vought after his work in the first Trump administration's Office of Management and Budget.

Formation and mission

CRA's own history says Russ Vought launched the organization in 2021, motivated by his experience serving as OMB director. The organization describes itself as producing research and policy advocacy for conservative priorities.[1]

Leadership

CRA's about page names Wade Miller as executive director and Ashlea Frazier as managing director and COO. These are the roles stated on its public page, as reviewed November 2026.[1]

Relationship to government

Vought returned to federal leadership as OMB director in 2025. The same person having led government and created an outside organization is a documented personnel bridge; claims of direct institutional control require separate evidence.[2][1]
