Why contractors mattered
GAO reported that the United States relied heavily on private security providers in Iraq to protect government employees, contractors and reconstruction work. By December 2004, the agencies and contractors GAO reviewed had obligated more than $766 million for private security services.
A later GAO review said private security contractors had become integral because the security environment was dangerous and the government lacked enough military and diplomatic-security personnel to meet every protective need.
